Fare dodgers in public transportation are not at all rare, which costs quite a lot to the state. According to the line ministry, offenders who use public transport without paying for the service, deprive the state budget of over 37.5 million euro per year. "One out of approximately every eight or ten checked, travels without a ticket," said for GRReporter a controller in the Athenian subway. He says that the majority of citizens do not have a culture of using public transport. "They stamp tickets only if they see that we are checking before entering the subway. We, on the other hand, are working with a reduced staff. We cannot cover the entire stream of travellers", says the controller. Currently, the ministry has decided to increase the number of inspectors on public transport and thus halve the losses from violations. If this plan works, the ministry may not resort to an increase in ticket prices.
