According to a report from the Cyprian newspaper “Politis,” Mehmed Ali Talat made it a task to achieve numerical equality between the Cyprian Greeks and the Cyprian Turks in the three main pillars of the state government – the Senate, the judicial power, and to a great extend in the executive authority.
Mehmed Ali Talat suggests a presidential council scheme, which is different from the expected Anan’s plan but is based on the Swiss model. In more detail his goal is to achieve:
For members of the presidential council - 4:3 Cyprian Greeks in relation to Cyprian Turks as opposed to the Anan’s plan, which suggests 4:2, and at a later stage 6:3. Also, from the 48 Senate members, an absolute majority of 13 Cyprian Greeks and 13 Cyprian Turks need to be chosen for members of the presidential council. The Anan’s plan anticipated a choice with a percentage of 2/5 of the senators from each community.
The presidential council will have a president and a vice-president with a five year mandate, which will change every year. The president of the Cyprian Greeks will be in office for three years, and the Cyprian Turks’ president - for two. Mehmed Ali Talat is preparing a new proposal, which includes a president and a vice-president elected by the citizens, but with separate elections in each country. Christofias suggests the election, for head of the state, to be done with a common bulletin, but Talat refuses, by stating that this way, the double-community tenet would be breached.
According to the article published in “Politis,” regarding the legislature, the leader of the Cyprian Turks proposes:
- Upper house of 24 Cyprian Greeks and 24 Cyprian Turks members of the national assembly
- Lower house with participation of 67:33 – Cyprian Turks being 1/3.
- Veto according to the participation of the Lower House. Decisions won’t be made unless they are supported by ¼ of the Cyprian Turks parliament members.
It is noted that in the election of a parliament member, the citizenship will be taken into consideration. In other words – Cyprian Greeks, who live in the North Cyprus Turkish Republic, won’t be able to vote if they don’t have a Cyprian Turkish citizenship and vice versa. The Cyprian Turks wish the ownership of the archeological sites, the telecommunications, the airports and ports to be common to both countries. Talat wishes there to be two central banks, double power control regarding economic and labor matters, application of the marine law from both countries and a double representation in the EU.
