"Rules against arbitrary acts are the second thing that we must establish in the public administration," said Teoharis. In his opinion, staff allocation is one of the most mismanaged sides of public administration. It has found that the municipality of Athens is one of the busiest areas for the controlling authorities and that it works with 129 tax inspectors less. The municipality of Central Macedonia, on the other hand, has appointed 53 tax inspectors more although the amount of inspected sites there is two times less. Teoharis stressed that so far, the state system has not been taking decisions on the basis of the needs of the regions and that the efficiency of all activities of the public administration based on real needs and objectives should improve in order to achieve results, not only to give an account for activities.
