Minister of State in SYRIZA government charged with conflict of interests

The construction firm of former Minister of State Alekos Flambouraris in the former government of SYRIZA and Independent Greeks had signed with the regional administration in the Peloponnese a public procurement contract worth 3.9 million euro, as revealed by the Greek newspaper Proto Thema.

According to the publication, on 21 November 2014 the former Minister’s company DIATMISI ATE won a public tender by offering the lowest bid for additional construction works during the building of a fishing port in the region of Vrahati village near Corinth. The contract was awarded on 20 May 2015 and it is expected that the amount due will be paid under the fast-track procedure not later than 30 September 2015.

Alekos Flambouraris was appointed Minister of State as soon as SYRIZA won the parliamentary elections in Greece on 25 January 2015. At that time, he was a shareholder in the construction company and held over 50% of its stakes, as is clear from the last registered general meeting of 30 June 2014.

According to Proto Thema, the other bidders had submitted a series of complaints, as the company that was established by Alekos Flambouraris who was a member of its management board did not have a tax clearance certificate after 2002. The newspaper published the issue of the Greek Official Gazette of 30 July 2010 that presents Alekos Flambouraris as a vice president of the board of DIATMISI ATE. According to the company statutes, the term of the position is five years and the person who occupies it has signature rights.

Commenting on the publication of Proto Thema for Athens 9.84 radio, Flambouraris, who is considered the spiritual leader of SYRIZA leader and former Prime Minister Alexis Tsipras, admitted that the company had won the tender. At the same time, he added that he had withdrawn his participation from it and had ceased to exercise the engineering profession since he was appointed minister in late January this year.

Earlier today, Flambouraris said again, "I am not a shareholder in the company, I have transferred the shares. I am nothing more than a mere mortal." He explained that as soon as he was appointed Minister on 26 January he ordered the initiation of his withdrawal from the company management board and from the board of shareholders. At the same time, he submitted to the Ministry of Productive Reconstruction, Environment and Energy (former Ministry of Environment, Physical Planning and Public Works) his diploma of developer and interrupted his activity as a civil engineer by applying for retirement.

Alekos Flambouraris said that that he had transferred his shares to the company president and chief executive officer, noting that the balance sheet published by Proto Thema was from 2012, when he actually was the company’s vice president.

He accused the media of attempting to tarnish both him and the Greek left.

However, until now, Flambouraris has not submitted the title document for the transfer of the shares nor a certificate from the tax authorities for the payment of the relevant tax.
