Stop!... to the bribery for driver’s licenses

The fee for obtaining a driver's license is 300 euros according to a study of the Transparency International Association, and at the same time the percentage of success on the computerized theoretical tests is about 50%, while at the driving exams it rises to 75% in the region of Athens and in some cities in the province it reaches 95%.

The latest project of the Ministry of Infrastructure is to implement new measures for greater transparency in the conduct of examinations for driver's license in order to put an end to the bribery. Proposals for the measures may be considered in a scientific report, which is already in the hands of officials of the ministry, said newspaper Ethnos.

"The key to a fight corruption, whose annual turnover reaches 50 million euro, will be the new electronic code that will be unique for each candidate appearing on the exam in order to minimize human intervention throughout the procedure and thus the possibility of giving "tips" for getting a driver's license."

Proposals that have been made are related to both the theoretical and the practical part of the exams, but the table of negotiations is also the idea for an exam most likely on a drill ground with a range of special routes, turns and runs. Furthermore, it is expected that in the future a computer will select the members of examination committees randomly for both exams - theoretical and practical. There is also the idea for the conducting of the theoretical exam to be recorded on video tape, and the candidates to be required to switch off their phones.

As for the practical driving examinations, there are no proposals for a change in the procedure, and test results will be tracked electronically, so that if in a certain area there are too many successful candidates, or too many failed once (to an extent that their number is with large deviations from the average for the country), the members of the examining board will be placed under the supervision of the newly created team of auditors. In the report there is also a proposal that by the end of this year to be adopted a law through which will be monitored the tax return forms of the members of the examination committees.

Changes are proposed also for the driving instructors and the essential is to increase the time period of their training from a year and a half to two years and to include new items in the schedule.

The Ministry is already working on the task of having to build drill grounds having in mind that six polygons are already finished, since under the new rules for obtaining a driver's license an exam in curves and elliptical movements of the vehicle will be included. The proposal is for the municipalities to set up appropriate tracks in the construction of the new polygons which will have to meet specific requirements, but in the projects should be able to participate also private entrepreneurs.

During the ground tests the candidates will be able to drive a car at their request as long as the vehicle is in the category for which they are being tested and its owner has provided a written consent. During the ground exams is also recommended to make a video recording.
