The policy related to the immigrants in Greece may be lame, but in recent years it appears that the amounts which were spent so that such a policy to be programmed by the competent institutions have been fabulous.
Yesterday the Ministry of Interior has decided to close down the Institute for Immigration Policy (IMEPO) under the bill, which was adopted for the merger of state institutions and the closure of others. After an examination of the auditors of the public administration, it appeared that the institute is an example of bad financial management and inefficiency.
To carry out its "mission" IMEPO has received huge amounts each year. These amounts were collected from the percentage deductions from revenues which the state received from the tax stamps which the immigrants buy in order to issue or to renew their green cards or so-called residence permits. Only in 2008 and 2009 IMEPO has received 1.6 million and 2.435 million euro respectively, and at the end of 2007 the the payments of the organization in bank accounts have reached an amount of 5.677 million euro!
Despite of the large amounts the organization costs in 2008 jumped to 3.574 million euro and in 2009 they amounted to 2.958 million euro. Looking through the reasons for the increased financial needs, it appears that the expenses for wages of the 17 employees of IMEPO annually have reached 600,000 euros! The remaining amounts have been spent to cover costs for the organization of international congresses, but also for traveling of the director abroad in order to participate in seminars organized by similar institutes. The amount in the last two years for 103 trips abroad amounted to € 650,000!
Funds were also spent for payments to experts and advisers within the directly asigned for execution services, but also for researches carried out by local academic organizations. It must be noted that the main mission and purpose of creating IMEPO was for the institute to conduct these researchs and to give advises to the government for the design of policies related to immigrants, using its own human resources!
Large amounts IMEPO has wasted for the payment of the rent of the property in the heart of the luxurious neighborhood Kolonaki, as well as for the transportation of the director and the members of the Administrative Board with two luxury cars from 2000 cubic meters! Henceforth, the functions which IMEPO had to perform will be redeployed across departments of different ministries.
